Two boxes:

One Box with the orifice plate and the head fixture on it.

The second box has a two chambers with a dividing wall in the in the center that the vacuum motors mount on. Two openings on the "Motor box". The Motor box has casters to allow spinning the motor box around.

To test intake, hook a pipe from the "orifice box" to the intake side of the "motor box"

To test exhaust hook the pipe from the "orifice box" to the exhaust side of the "motor box"

Somewhere on the "Pipe" have a bleed valve to control test pressure in the orifice box.

That is about as simple as it gets.
