Should pull more air with 4 motors, unless they are not the same. I can get just about exactly 28" @ 230 SCFM with 3 of those el cheapo No. 16-1234 motors from surpluscenter.com.
What are you flowing? Intake or exhaust?

i have two motors that look just like item number 16-1193-C on that same web site. the other two are slightly bigger. i don't know where my problem is then.
i was trying to flow intake. i tried exhaust but i don't have all of my pipes glued yet and i blew a couple of them apart. i'm pretty sure that my head probably isn't sealing completely on my bench top so, i'm losing a little there. however, when i tried to go to .300" lift. i was only able to pull about 20" if i remember correctly. do you think i could be losing that much through bad seals?
